Abstract: The research aims to seek why and why students do not use online support offered by learning support centers. The research was conducted at a university in Japan. The study first describes a history of learning support centers in Japan. Second, the situation surrounding a Japanese university from April 2021 to July 2021 will be explained as it was a peculiar period because of the spread of COVID-19 pandemic.
