Abstract: This paper describes the rationale and empirical processes used by researchers to develop and validate an instrument derived from national standards to measure teacher perceptions of educational technology competencies. Constructive response, Rasch analysis, bivariate correlation and other psychometric procedures were used to develop, validate, and administer a 28-item Likert-scale instrument to a sample of pre-service (n=111) and in-service teachers (n=56). Detailed findings will be presented during this session.
