Abstract: In order to comprehensively investigate the achievements and problems in the cultivation of ICT Competency of pre-service teachers at all levels of normal universities in China, a questionnaire was conducted for graduates and freshmen of 20 normal universities. The results show that the ICT competency of pre-service teachers is not high as a whole, and it is significantly different among different types of colleges, grades, majors and districts. According to the survey results, the research discusses the current problems, and put forwards some suggestions for the cultivation of pre-service teachers, such as creating an OMO environment, publishing ICT competency standards for pre-services, paying attention to professional differences, and valuing technology supported learning ability development etc.
