Abstract: The efficient and effective use of ICT by large numbers of teachers is increasingly a concern in many countries worldwide. In Europe alone, it is estimated that about half of the teachers in compulsory education lack the competences to create (substantial) added value in their courses by including ICT in their teaching and in the assessment of learners.
