Abstract: Personalized learning, which involves individualizing and differentiating instruction based on each student’s learning profile, leads to better and more equitable student outcomes. Effective use of educational technology can help support personalized learning for schools and districts, while serving as a stimulus for personalizing at scale. However, most school districts have not reached the level of organizational development necessary to organize, streamline, and analyze their educational technology in a way that supports personalized learning. Thus, supported by theoretical rationale and empirical evidence, we created the Personalize Learning @ Scale Framework to help school districts (a) understand the stages of organizational development, (b) identify their current stage, (c) determine the steps necessary to advance along the continuum, and (d) increase their systemic capacity to personalize learning for every student.
