Abstract: The researcher designed and developed two different modes of e-learning: E-learning Traditional Training (ETT) and Simulation Based E-learning Interactive Training (SBEIT). The two modes of e-learning are developed using number of Adobe programs which latter on delivered through the Blackboard Learning Management System. During the study, the researcher demonstrates how Multimedia theory and Experiential Theory can be utilized in designing and developing of simulation based interactive e-learning environment. Moreover, the researcher with a panel of experts developed technology achievement test and technology skills questionnaire which were used to test four classes of Technology course before and after the treatment. To investigate the effect of E-learning approach: ETT mode and SBEIT mode as independent variable and a 2 X 2 quasi-experimental design was used. According to the results, there was positive effect for using the e-learning modules with SBEIT on both the scores of achievements post-test and the perception of technology skills.
