Share Paper: Opportunity for Some? The Problem with Technology Usage Among Children from Low SES Backgrounds

Abstract: This paper addresses the problem of young students’ lack of exposure to best practices for using instructional technology, especially among students with low socioeconomic status. This problem is important to address because the Educational Opportunities Act (1974) requires that schools take action to overcome barriers that might hinder a child’s equal participation in the classroom. Further, the new Common Core state standards in California require that teachers act under the imperative of developing 21st century skills in their students. The history of the problem, its potential causes and possible solutions are explored through a detailed examination of the literature.
