One-to-One Pilots: A Comparison of Two School Districts
Abstract: This study examines the 1:1 pilot initiatives of two districts (one suburban, one urban) through the framework of the International Society for Technology in Education’s (ISTE, 2014) Essential Conditions. Interview data was used to evaluate the essential conditions for both districts. Pre/post survey results with teachers and students indicate that the Suburban District, which met nearly all the essential conditions, implemented a successful pilot. In contrast, the Urban District struggled to even touch upon the essential conditions and in the end saw minimal impact as a result of the 1:1. While fulfilling the essential conditions played a significant role in implementing a successful 1:1 program for the Suburban District, the Urban district faced numerous sociocultural challenges that limited its ability fulfill such conditions and ultimately implemented innovative programs.
