Abstract: To successfully transform educator preparation, college administrators must play a key role. This presentation addresses a change process (Thomas, Herring, Redmond, & Smaldino, 2013) that led to the development of a formative assessment rubric to measure changing pre-service culture and practices to ensure that teacher candidates are ready to grow as TPACK proficient teachers.
