Abstract: This study centered on the ID process that higher education institutions are utilizing in designing online courses. A survey instrument was created and sent to a sample of higher education institutions in several western states. The results indicate there are three types of higher education implementation plans: Type 1 – Institutions; Type 2 – Colleges or Departments; and, Type 3– individual faculty. There appears to be a lack of face and content validity for evaluation. There does not appear to be a widespread use of IDEs or SMEs working in concert to create online courses.
