Abstract: Access to a quality education is a basic human right. A quality education system cannot exist without qualified teachers as teachers hold the keys to quality learning. Worldwide many countries, particularly developing ones, are unable to meet their internationally agreed objectives such as the Education for All targets and the Millennium Development Goals as teacher shortages remain a main obstacle.
