Abstract: The aim of this study is to provide a practical framework for educators wishing to enhance their students’ global learning with Web technologies. The participants of this study will be students enrolled in teacher education programs in the three different cultural settings: Midwest and Southern regions of the United States and South Korea. The researchers will use a quasi-experimental design and develop six instructional modules using Web technologies. The participants in two different groups will participate in online discussions or projects for four weeks with Web 1.0 applications and another four weeks with Web 2.0 applications. Data will be collected by pre- and post-surveys, focused groups interviews, interaction logs with Web technologies, and instructors’ observation notes. The findings of this study will ensure how these instructional models using Web technologies and global learning environments affect students’ 21st century skills and perspectives.
