Abstract: As schools continue to engage in the implementation of educational technologies, an increased focus on the role that leaders assume in these initiatives is imperative. Administrator and teacher surveys, focus groups and interviews, and data from 18 high schools participating in a statewide 3-year 1:1 learning technology initiative provided empirical evidence to corroborate a priori theory, past research, and best practices. This culminated in the development of a framework for effective leadership during technology innovation in schools. Authors then developed a 1:1 Leadership Evaluation Scale based on the framework, and collected various validity and reliability evidences. This framework and corresponding scale should assist schools and districts in identifying and assessing the quality of school-based leaders for technology innovation projects.
