Abstract: The cultural paradigm change taking place in the world significantly alters the functioning of societies. Since libraries are involved in the transmission of culture and values, these institutions are extremely sensitive to the factors impacting social life. Consequently, libraries have to face significant challenges including: • the new technological environment emerging as a result of the Fourth Industrial Revolution • the changing global economic perspectives leading to the transformation of governmental financing systems impacting libraries in a negative manner • the changing practices of information consumption as a result of the impact of the Internet What can libraries do to take advantage of the options implied by the changes? Isolated solutions or addressing the issues independently cannot solve the situation as a definite strategy or perspective is needed. What kind of guiding principles apply on the international level? The leading international organization for library and information science, IFLA (International Federation of Library Associations and Institutions) issues the main guidelines relevant to the information society and within it the libraries on a yearly basis. What consequences can be drawn after trend research performed via qualitative content analysis?
