A Participatory Development of a Web-based Communication Plat-form for Organizational Learning in a Government Department

Abstract: The internal communications within the department of Public Works in XXX country is among the worst. Yes, ordinary staff members are voiceless and feel like they don’t have a say in major decisions, even those that affect them directly. This research is aimed at improving the level of communication within the Department. Staff members complained about emails being flooded with announcements that can be placed on a central place where employees access such. A web-based communication platform can reduce floods of emails that are sent on a daily basis and will give every employee an opportunity to interact where necessary/needed. A participatory approach was followed to develop the system. Respondents interacted with the system and gave their comments. Eventually, majority of the respondents were happy with the developed system which now serves as avenue for employees to communicate, interact, and learn from another thereby enhancing organizational learning.
