Abstract: The adoption rates for Learning Management Systems or other e-learning platforms are relatively high in Japanese higher education. The rate is still low in other institutions, however. The purpose of this study is to investigate Japanese language teachers’ beliefs and needs regarding Information and Communication Technology, and to develop a user-friendly e-learning platform that is available to teachers for free. A questionnaire was created based on a pilot study, and an online survey was administered to language teachers in Japan. An e-learning platform has been developed reflecting these teachers’ needs.
