Abstract: For the past four years, Ball State University (through a U.S. State Department grant) has partnered with the Higher Commission for Education Development in Iraq (HCEDI) – the prime minister’s scholarship program - to develop an intensive English program (ELC) for Iraqi scholarship students to improve their linguistic proficiency and acculturate them to foreign university expectations. The program, located in the international zone in Baghdad, opened its doors in October 2013, but immediately faced a number of contextual challenges which led to the adaptation of the entire IEP curriculum to a modified, blended format.
