Abstract: The value of simulations is enhanced by the variability of parameter values. In a previous study to determine a suitable platform for teaching Web application development in tertiary institutions, a conceptual framework was developed with various criteria that could enhance the teaching of various identified concepts, and qualities that would satisfy the constraints to ensure that a selected platform is easy to use, fast, portable and affordable. A latency experiment to estimate the speed of processing using various platforms is further incorporated into the framework. The developed framework is tested by evaluating platforms such as Java Servlets, Java Server Pages, Active Server Pages and PHP. However, what if some components are more relevant in specific contexts? Spreadsheet tools are developed to apply the framework by automating the calculation of scores for the criteria and to enable users to customize the framework by varying weights allocated to the various criteria.
