Abstract: Most e-learning systems in Thailand fail to take account of the differences in user background knowledge, or interest, all of which have direct impact on the way students learns materials. This paper presents an alternative to the development of e-learning systems. Based on the enquiry-based learning and the cognitive domain of Bloom’s Taxonomy, the Q&A WebPortal is the learning tool allowing students to search for information in a goal-directed fashion. With the functionality provided, the students can pursue exploratory navigational strategies based on Bloom’s Taxonomy, resulting in learning.
