Abstract: E-learning enables provision of higher education services beyond national boundaries. International trade in educational services is expected to be liberalized as the General Agreements in Trades in Services (GATS) negotiations will seek to promote these sevices . Providing higher educational services globally may appear possible with the prevalence of the Internet and the greater demand of higher education in many countries.
