Abstract: Digitization processes in continuing vocational education affect not only didactical but also administrative tasks, especially the digital issuing of certificates and proofs of participation. In the context of lifelong learning, this has an impact on the permeability of the continuing education system, mobility in the labor market, the simplification of application processes, and the transparency of human capital. To improve these aspects, we want to issue certificates digitally, following European standards (including EDC, ESCO), and make them verifiable using blockchain technology. However, this will first require extensive change processes in the education institutions themselves and in the introduction of European instruments into the German continuing education system. This article starts by describing the initial situation and the necessary change processes required for the standardization and digitization of continuing education certificates, and then summarizes the potential of the desired developments in a vision for the future continuing education system.
