Abstract: The Ministry of Education in Japan is now considering adoption of Informatics as a subject of university common examination test, and also considering inclusion of programming into the subject. When programming is included in the test, we believe a pseudo language in which language constructs are expressed in Japanese is suitable for the test, not practical languages like C, Python, etc. If we assume computer based testing, combining given program fragments is preferable as answer format, because freely coded programs would be intractable for grading. In this paper, a programming environment for testing and learning is presented. This environment runs on a web browser and has two functions, one for preparing exercises and examination tests for teachers, and the other for creating and debugging programs and taking examination for students.
