Abstract: The aim of the research is to investigate conditions and problems of digital literacy skills development of students in public higher education institutions. Such conditions and problems have been focused in 5 domains—including 1) Strategic environment; 2) Organization; 3) Information Communications and Technology (ICT) environment; 4) Curriculum; and 5) Students’ experiences. Since this is the qualitative research, the data collection was conducted by implementing the interview session with 21 institutions’ administrators, including Presidents, Vice Presidents, Directors, Deans, Associate Deans, and Chairpersons.
