Building Capacity for Change to Support Higher Education Reform in Instructional Technology Initiatives

Abstract: In times of scarce resources and unprecedented budget shortfalls, businesses have employed innovative measures to succeed. Programs in higher education, also facing significant financial woes with limited resources for new initiatives, should take notice. Organizational key is at the heart of systemic change, which is the kind needed for sustainable change in reform efforts in higher education. The model, the Four Step Process for Building Capacity for Change (4Step Process for Change) (Ulrich, 1997), addresses change at the organizational level by building capacity for change. It has been implemented successful at hundreds of businesses. This paper discusses its application in higher education to support reform efforts.
