Open Educational Resources in Community Colleges: Benefits and Challenges

Abstract: Open Educational Resources (OER) consists of teaching, learning, and research materials under the public domain or an open license that allows free access, adaptation, and use. The open education movement encourages collaboration among college faculty to create and reuse free, high-quality OER. A sharp increase in the cost of textbooks and digital access codes for course materials has led to a national trend in community colleges to promote open education programs and policies. By promoting the use of OER, community colleges can improve affordability and access by creating sustainable, affordable course resources for students. While access and affordability remain key drivers in the national trend towards more open educational programs, quality control, technological issues, and copyright concerns can create challenges. This paper discusses practices, policies, and perceptions of OER in community colleges and examines some of the benefits and challenges of the open education movement.
