Abstract: Mobile App Development for English Speaking Skills Using an IDEAS Framework This study designed and developed a mobile application to facilitate students’ learning of Test of English as Foreign Language (TOEFL) speaking skills using a revised IDEAS framework. This revised IDEAS framework included nine phases: empathize, specify, ground, ideate, prototype, gather, build, pilot, and redesign. The results revealed the effectiveness of the revised framework in designing mobile applications oriented toward educational purpose. The project also recommended eight instructional design principles that could guide educators and instructional designers in designing and developing mobile applications.
