Poster: Challenges to Implementing E-Learning in Developing Countries

Abstract: The COVID-19 pandemic certainly expedited the need for e-learning solutions both in developed and developing nations. However, the struggle to implement such solutions was much more pronounced in developing nations. This literature review sought to identify the most salient challenges to e-learning implementation in the developing world. It was found that the challenges with Information Communication Technologies (ICT) infrastructures, policy making and implementation, effective teaching, and human resources training were the most frequently identified e-learning implementation challenges addressed in the literature. Furthermore, for leaders to effectively and efficiently address the numerous challenges to e-learning implementation in their countries, I suggest utilizing the Analytic Hierarchy Process (AHP) as well as Dunn and Marinetti’s (2003) Level 1 e-learning translations, where possible, in order to make simple cultural accommodations to e-learning content.
