Abstract: Vocational education and workforce development programs are intended to enable people to develop the skills needed to succeed in the modern workplace, but many of these programs are in-person, community college-based and designed for low-income, low-skilled workers looking for blue-collar jobs. Currently, many employers -- not just blue-collar ones -- are finding a gap between the skills that applicants have and the skills needed for entry-level positions, leading to a need for targeted skill development and work-related learning relative to the needs of modern employers.
