Abstract: This paper details research conducted in a school district in southern Illinois. In cooperation with teachers, the technology director, and superintendent, the authors explored the results of a large technology purchase that consisted mostly of equipment, not professional development (PD) or infrastructure. The study explores the problems associated with a lack of professional development and infrastructure, identifies potential solutions, and makes recommendations for change in the way money is allocated when technology is purchased for schools.
