Abstract: The WebQuest is an Internet-based lesson model that enables students to acquire, practice and apply higher order thinking skills with pre-selected web resources. In the past decade, teacher preparation has employed this model to help enhance pre-service teachers’ technology integration skills. This study aimed to identify issues of WebQuests created by pre-service teachers in order to better understand barriers pre-service teachers face when creating these instructional materials. Three major issues emerged after analyzing 41 pre-service teachers’ created WebQuests: ineffective technology integration, superficial understanding of scaffolding activities, and disconnection of stated learning goals and outcomes. Qualitative analysis of students’ reflections confirmed that preparation in the above mentioned areas needs to be further strengthened with more exposure to relevant classroom examples and models.
