Abstract: The growth of learning with web 2.0 tools and content demands the use of a learning environment to train preservice teachers (PTs) in order to enable them develop online learning and facilitating competences. This paper suggests a framework that uses Bloom’s Taxonomy to model community learning activities into Learn, Understand and Facilitate states. The states are supported by system functions that track PTs’ learning activities, and reward them points to encourage their learner-centered learning.
