E-Learning and the (re-)use of open knowledge resources is an ongoing trend to innovate education and lifelong learning. Despite considerable challenges, the hope to make knowledge and education more accessible across the globe is not decreasing. Still, there is a knowledge gap concerning the question 'why and how barriers to open e-Learning change'. Comparing open e-Learning in public and educational contexts: Which are the most salient antecedents to barrier change?

Although theories about e-Learning processes are about to emerge, barriers and antecedents of change during processes are seldom mapped. Correspondingly to this, the question ‘why or how the challenges evolve’ remains unresolved. I would like to discuss 'which process models capture mechanisms of barrier change in open e-Learning activities appropriately?' Comparing experiences across contexts I wonder: 'Is it possible to trace a sequence (pattern) of antecedents in implementation of open e-Learning; and what consequences can we infer?'
