Abstract: The purpose of this paper is to review the existing literature in the context of academic achievement for Deaf and Hard of Hearing learners (DHH) in USA, U.K., and Thailand. Theorists and Educators have revealed that DHH learners’ reading and comprehension skills had significantly lower than hearing learners at the same age. The academic achievement gap will increase by the age of DHH learners. That is the reason, study on instructional system design and learning strategies for DHH must be considered to address issues and create use of more visual content to enhance academic achievement: reading and comprehension skills.
